Tolley was forced off just after the half-hour mark in Saturday's 2-0 defeat at Port Vale with what was a suspected broken fibula.
Tests later revealed the midfielder had in fact suffered a very badly-bruised shin but he will still be forced to sit out Tuesday's encounter as the Bulls look for much-needed points to drag themselves away from the drop zone.
Also missing will be defender Ryan Valentine after he was given his marching orders late on at Vale Park. He will now serve a two-match ban.
Fellow defender Richard Rose failed to recover from a jarred knee in time for Saturday and he is again rated as 50/50, leaving manager John Trewick with a potential selection dilemma at the back. Loan signing Paul Downing could come in for his debut at the heart of defence.
Ryan Green (hernia) and Lee Morris (knee) continue to miss out.
